Stored XSS via unescaped internal-purpose title

Stored XSS in RabbitMQ Server 4.2.0 through 4.2.4 allows remote authenticated users to execute JavaScript in a viewer's browser. The management UI's _link_to function concatenates the stored x-internal-purpose queue or exchange argument into an HTML title attribute without escaping it. Declaration permission and a later visit to the Queues or Exchanges page are required; the script runs in that viewer's browser session.
