Improper endpoint restriction in Junos OS Evolved before 23.2R2-EVO allows remote attackers to exhaust device licenses via an open port. Incorrect process initialization binds an internal-only license-management channel to a network-reachable port. No authentication or user interaction is required; the reported consequence is license exhaustion, not a device crash or reboot.
