Unauthenticated VPN outage via peer-index rollover

Duplicate-identifier handling in Juniper Networks Junos OS iked allows remote attackers to repeatedly crash VPN service after failed negotiations. After enough VPN negotiations fail, the peer index rolls over and iked assigns new peers duplicate in-use indexes, triggering recurring process crashes. Exposure requires MX with SPC3 or SRX devices configured for VPN service and running iked rather than kmd; new tunnels and rekeying fail until reboot.
