Application crash via oversized RINEX satellite count

Heap buffer overflow in RTKLIB 2.4.3 and earlier allows attackers to crash applications through a crafted RINEX observation file. In src/rinex.c, decode_obsepoch returns an unclamped per-epoch satellite count, and readrnxobsb indexes data and sats before its MAXOBS guard takes effect. Processing a file that declares more than 64 satellites is required and produces out-of-bounds heap writes and stack reads, causing a reliable service interruption.
