Service crash via unchecked AIS sequence index

Out-of-bounds vector access in libais 0.15 and earlier allows remote attackers to crash services via crafted AIVDM sentences. VdmStream::AddLine accepts the 999999 no-sequence sentinel for a fragmented message and uses it to index the ten-element incoming_sentences_ vector. One unauthenticated AIS sentence received over VHF radio or an IP feed reaches the flaw; debug builds abort, while the demonstrated release build crashes on an invalid read and broader memory corruption remains unproven.
