Brute-force protection bypass via unchecked account unlock

Incorrect authorization in the Grav Login plugin before 1.0.16 allows remote authenticated users to disable admin account lockouts. The onApiUserListRowAction unlock handler accepts any supplied target after checking only api.users.write and clears that account's failed-login counters without comparing privilege levels. Access requires api.users.write; the action does not grant login access or change passwords, but it removes brute-force throttling from admin.super accounts.
