Incorrect authorization in Gitea 1.26.4 and earlier allows remote authenticated users to read limited-owner repositories and packages. Repository and package authorization paths test only whether a resource is private, so limited visibility falls through as public for public-only tokens. A low-privileged token holder can retrieve content beyond anonymous reach, while the published test found no ability to modify it.
