Authenticated SVG file read via path traversal

Path traversal in Craft CMS 4.0.0-RC1 through 4.17.6 and 5.0.0-RC1 through 5.9.12 allows remote authenticated users to read local SVG files. The assets/icon action passes its extension parameter to Assets::iconPath(), which returns an existing constructed path before validating the extension. A control-panel session is required, and disclosure is limited to SVG files readable by the application process.
