Unauthenticated handler reachability via missing GET middleware

Missing authentication in the Capgo backend before 12.128.2 allows remote attackers to reach a private GET handler without middleware enforcement. The GET /private/role_bindings/:org_id route registers its handler without middlewareAuth, unlike the corresponding POST and DELETE routes. The handler's own authorization check still returns Unauthorized, so the demonstrated condition exposes no data and only creates regression risk if that check changes.
