Authenticated device-record creation via mismatched organization scope

Improper authorization in Capgo before 12.128.2 allows remote authenticated users to create device records under mismatched organization scopes. POST /private/create_device passes caller-controlled app_id and org_id values to check_min_rights, then verifies only that the app exists without comparing org_id with apps.owner_org. Access to the private route and a valid application context are required; successful requests persist unauthorized device telemetry under the target app.
