Cross-tenant build sabotage via unbound jobId

Improper authorization in Capgo before 12.128.2 allows remote authenticated users to start or cancel other tenants' build jobs. The start and cancel handlers authorize only the body-supplied app_id, then send the URL-supplied jobId to the builder without verifying that both identify the same app, organization, or tenant. Exploitation requires app.build_native permission for an attacker-controlled app and a victim jobId; successful requests interrupt builds, consume unauthorized compute, and expose job state through errors.
