Cross-organization app takeover via unchecked ownership

Authorization bypass in Capgo before 12.128.2 allows remote authenticated users to read and modify applications across organizations. POST /private/role_bindings checks permission against the caller-supplied org_id, while validateScope accepts an app_id without confirming that the application belongs to that organization. Administrative privileges in one organization and the victim application's UUID are required to grant a controlled principal app_admin access to the victim application.
