Org-wide scope escalation via omitted app-limit check

Improper authorization in Capgo before 12.128.2 allows remote authenticated users to mint unrestricted API keys through the apikey endpoint. The POST handler in supabase/functions/_backend/public/apikey/post.ts rejects API-key callers limited to organizations but omits the equivalent limited_to_apps check, so empty limits create an unrestricted key. A compromised app-limited key is required; the resulting key can read org-wide app listings and reach other endpoints available to mode-all keys.
