Heap over-read via unchecked SVC layer identifier

Out-of-bounds read in libaom's SVC encoder before 3.14.0 allows context-dependent attackers to disclose heap data or crash applications. The ctrl_set_layer_id function accepts a spatial or temporal layer identifier outside the configured range and uses it to index the layer_context array, reading about 40,728 bytes beyond the allocation. Reachability requires an application using SVC encoding to pass attacker-influenced layer identifiers; the read exposes adjacent heap content or triggers a segmentation fault.
