Cross-tenant secret disclosure via unenforced RLS scoping

Incorrect authorization in Capgo before 12.128.2 allows remote authenticated users to read other tenants' webhook secrets and logs. The webhooks and webhook_deliveries PostgREST paths apply row-level policies that call check_min_rights but fail to honor the API key's limited_to_orgs scope, and direct table access also returns the protected secret column. An organization-scoped read key is sufficient to recover HMAC secrets and delivery payloads, enabling forged webhook events against victim organizations.
