Remote resolver crash via uninitialized DNSCrypt slot

Denial of service in NLnet Labs Unbound 1.7.0 through 1.25.1 allows remote attackers to crash the resolver via one UDP packet. The DNSCrypt setup loop allocates slots for provider certificates but initializes only slots paired with secret keys, then dereferences a 0xdb-filled tail slot selected by the packet prefix. Exposure requires DNSCrypt-enabled builds, a dnscrypt-port listener, and more provider-certificate files than matching secret-key files.
