Authenticated service interruption via nil user dereference

Null pointer dereference in Gitea 1.26.4 and earlier allows remote authenticated users to interrupt service through the AddTime API. The AddTime handler reports a failed GetUserByName lookup but continues, passes a nil user to issues_model.AddTime, and triggers a runtime panic. Repository administrator access is required; repeated requests cause request failures and can degrade availability depending on panic recovery.
