TLS 1.3 service interruption via malformed PSK lists

Denial of service in Erlang/OTP allows remote attackers to interrupt TLS 1.3 service through a malformed ClientHello. tls_handshake_1_3:handle_pre_shared_key/3 forwards unequal PSK identity and binder lists to tls_server_session_ticket:use/4 without validating their lengths, crashing the ticket handler. The attack requires a TLS 1.3 server with stateful or stateless session tickets enabled; one unauthenticated request leaves new handshakes failing at ticket issuance until the ssl application or listener restarts.
