Coupon enumeration via conditional rate limiting

Improper rate limiting in Craft Commerce 4.0.0 through 4.11.1 and 5.0.0 through 5.6.4 allows remote attackers to enumerate coupon codes. CartController activates its RateLimiter only when a number parameter is present, so couponCode-only actionUpdateCart requests receive no IP rate-limit identity. No authentication is required; repeated requests against the session-based cart disclose which coupon codes are valid without altering other application data.
