Unauthorized EULA file read via chained IDOR

Improper authorization in Snipe-IT before 8.6.3 allows remote authenticated users to read other users' signed EULA files. In app/Http/Controllers/Api/UsersController.php, the eulas action authorizes against User::class instead of the requested user object and exposes a target user's randomized EULA filename, while app/Http/Controllers/ProfileController.php fetches the file by filename and did not consistently enforce authorization on the related users before returning it. Restricted account access is required; published evidence bounds the impact to confidentiality loss for stored signed EULA documents.
