Cross-tenant user access via null-company scoping

Authorization bypass in Snipe-IT before 8.6.3 lets remote authenticated users access out-of-scope users in FMCS floater mode. Company::scopeCompanyablesDirectly in app/Models/Company.php wrongly broadens company-scoped user queries with a null-company branch, so API and bulk-action routes can return or target users whose company_id is null without consistently enforcing isCurrentUserHasAccess. Reachability requires a company-scoped account with FMCS floater mode enabled; affected routes can disclose personal data and licenses, rewrite profiles, soft-delete users, and transfer assigned assets.
