Unauthenticated job control via unprotected Jobs API

Missing authentication in PraisonAI before 4.6.58 allows remote attackers to control Jobs API runs through reachable HTTP endpoints. The FastAPI create_app function mounts the /api/v1/runs router without authentication middleware, route dependencies, or per-route authorization checks. Remote reach requires non-loopback exposure; an attacker can submit jobs, read shared results, consume operator credentials, cancel runs, and delete jobs.
