Unauthenticated recipe execution via missing-secret fail-open

Improper authentication in PraisonAI before 4.6.58 allows remote attackers to run Recipe workflows through an exposed HTTP server. In create_auth_middleware(), the api-key and JWT branches pass requests onward when their configured or environment-provided secret is absent. Exploitation requires a Recipe server bound beyond localhost with authentication selected but no matching secret, enabling workflow execution and optional admin reloads.
