Cross-tenant secret disclosure via unscoped credential lookup

Incorrect authorization in ToolJet before 3.20.1780-lts allows remote authenticated users to read cross-tenant data-source secrets. The POST /api/data-sources/decrypt handler omits ValidateDataSourceGuard and passes each supplied credential_id to CredentialsService.getValue(), which selects by ID without organization scoping. Any end user on a shared instance can recover another organization's stored database passwords, API keys, and OAuth secrets after obtaining or iterating credential IDs.
