Misleading security logs via omitted authorization constraints

Incorrect control flow in Apache Tomcat causes logged effective web.xml output to omit authorization data from affected releases. WebXml.toXml() emitted auth-constraint only for explicit role entries, skipping special-role flags and explicitly empty constraints. Affected branches span 8.5.0 through 8.5.100, 9.0.0.M1 through 9.0.118, 10.1.0-M1 through 10.1.55, and 11.0.0-M1 through 11.0.22; exposure requires non-default effective-descriptor logging, and the resulting audit log misrepresents the enforced policy.
