CPU exhaustion via quadratic archive-header parsing

Algorithmic complexity in py7zr before 1.1.3 allows remote attackers to exhaust CPU by supplying a crafted .7z archive. PackInfo._read() repeatedly sums progressively longer slices of attacker-controlled numstreams-derived pack sizes, producing O(n^2) work during SevenZipFile initialization. Any application or CLI invocation that opens an untrusted archive reaches the flaw before extraction, causing processing delays and a service interrupt without data disclosure or modification.
