Authenticated service crash via unbounded zip expansion

Resource exhaustion in affected Coder releases allows remote authenticated users to crash coderd through crafted zip uploads. The POST /api/v2/files handler passes each archive to CreateTarFromZip, which limits individual entries but writes aggregate decompressed output to an unbounded memory buffer. Authenticated file-upload access is required; one highly compressible archive can exhaust memory and repeated requests can keep the service unavailable without disclosing or modifying data.
