User-admin takeover via unchecked owner password reset

Improper authorization in Coder allows remote authenticated users with user-admin access to seize owner accounts through password reset. The putUserPassword handler checks only ActionUpdatePersonal and skips the old-password check for non-self resets without blocking owner targets. The affected ranges include versions before 2.29.17, 2.30.0 through 2.32.6, 2.33.0 through 2.33.7, and 2.34.0 through 2.34.1; a user-admin can replace an owner's password, authenticate as that owner, and control the deployment.
