Course content manipulation via conditional authorization check

Missing authorization in Themeum Tutor LMS 3.9.8 and earlier allows remote authenticated users to manipulate any course content order. The tutor_update_course_content_order() handler checks can_user_manage() only when content_parent is supplied; omitting it sends ordering data to save_course_content_order() without authorization. Subscriber-level access is sufficient to detach lessons, move them between topics, or rewrite menu_order values in wp_posts, disrupting any course structure.
