Client crash via unchecked ECDHE parameter read

Out-of-bounds read in Pion DTLS before 3.1.4 allows remote attackers to crash a DTLS client via a crafted ECDHE_PSK ServerKeyExchange message. MessageServerKeyExchange.Unmarshal reads the first ECDHE parameter byte after an empty PSK identity hint consumes the remaining message body, without first checking that data remains. A reachable client must negotiate an ECDHE_PSK cipher suite and process the malicious server handshake; the resulting Go panic interrupts that client process.
