Unauthenticated service interruption via unbounded tracestate parsing

Resource exhaustion in Datadog dd-trace-rs 0.1.0 through 0.3.2 allows remote attackers to interrupt instrumented network services. The tracecontext parser splits every key-value pair in an attacker-controlled dd= tracestate member and collects the results into a HashMap without pair-count or entry-size limits. Unauthenticated network requests reach this parser by default, allowing repeated oversized headers to consume excessive CPU and memory without affecting confidentiality or integrity.
