Pre-authentication CPU exhaustion via unchecked EOF loops

Infinite loop in CoreWCF before 1.8.1 and CoreWCF 1.9.0 allows remote attackers to exhaust server CPU through a framing endpoint. DuplexFramingMiddleware, SingletonFramingMiddleware, and RawStream repeat completed empty PipeReader reads without detecting EOF or honoring the initialization cancellation token. Exposure requires reachable NetTcpBinding, NetNamedPipeBinding, or UnixDomainSocketBinding endpoints; each crafted connection pins one thread-pool worker at full CPU.
