Unbacked asset minting via royalty-sum wraparound

Integer overflow in Klever klever-go before 1.7.19 allows remote authenticated users to mint unbacked KLV or other assets. Split-royalty decoding accepts over-100% uint32 values, and validation sums them in uint32 accumulators that wrap below the permitted limit. An ordinary funded account can trigger oversized payouts through standard asset transfers or purchases, while negative royalty remainders are discarded.
