Legitimate job suppression via dropped parameter keys

Incomplete comparison in CakePHP Queue 0.1.11 through 2.3.0 allows remote attackers to drop legitimate unique jobs through identifier collisions. QueueManager::getUniqueId() sorts only parameter values when hashing the job class, method, and parameters, discarding associative-array keys that distinguish semantically different inputs. The affected path requires shouldBeUnique to be enabled and attacker-controlled job parameters; collisions suppress matching legitimate work rather than exposing or altering data.
