Authenticated host command execution via verbatim crontab entry

OS command injection in Dokku before 0.38.7 allows remote authenticated users to execute commands on the host as the Dokku user. The docker-local scheduler copies each app.json cron command verbatim into the Dokku user's crontab, where bash -c interprets shell metacharacters on the host. Exploitation requires push access to an application that uses the app.json cron integration with OpenResty configured as its proxy.
