Host service interruption via unbounded reconnect forwarding

Network amplification in QTI Neon 1.0.0 allows remote attackers to interrupt the host service through its UDP relay. The NeonRelay reconnect handler forwards every RECONNECT_REQUEST that passes session lookup without deduplicating requests or capping pendingReconnects, while per-source rate limiting assigns each spoofed address a fresh bucket. Exploitation requires a valid session ID and many spoofed source addresses; the bounded consequence is amplified relay traffic against the host.
