Administrator takeover via unauthenticated database import

Improper authentication in ellite Wallos before 4.9.4 allows remote attackers to replace its database through the import endpoint. endpoints/db/import.php treats an empty user table as authorization and accepts a ZIP upload without authenticating the caller. The endpoint is exploitable only before any user exists, enabling creation of an attacker-controlled administrator account.
