Persistent server crash via wrapped buffer sizing

Heap buffer overflow in Orthanc DICOM Server 1.12.10 and earlier allows remote attackers to crash the service via a crafted DICOM image. DicomImageDecoder validates PALETTE COLOR pixel length and allocates an RGB24 buffer with wrapped 32-bit dimension arithmetic, then iterates over the original dimensions. Unauthenticated C-STORE access can plant the image under the default configuration; rendering the stored image repeatedly terminates the Orthanc process.
