BMC command execution via unrestricted send_raw steps

Authorization bypass in OpenStack Ironic before 37.0.1 allows remote authenticated users to send arbitrary IPMI commands to node BMCs. Deployment, manual-cleaning, and servicing step flows accept the send_raw IPMI step without enforcing the system-administrator restriction applied to vendor passthrough access. The user must be authorized to deploy nodes directly or initiate manual cleaning or servicing with arbitrary steps, enabling BMC actions that bypass Ironic access controls.
