Heap-data disclosure via unchecked compression escape markers

Out-of-bounds read in Orthanc DICOM Server 1.12.10 and earlier allows attackers to disclose heap data through rendered images. DecodePsmctRle1 advances past end-of-buffer PMSCT_RLE1 escape markers without first confirming that the following encoded bytes exist. Exploitation requires a crafted Philips-compressed DICOM file to be processed and rendered, with user interaction required.
