Cross-organization metadata disclosure via malformed visibility condition

Incorrect authorization in MISP before 2.5.40 allows remote authenticated users to read private galaxy metadata through the event template builder. EventTemplatesController::__setBuilderConfig evaluates 'Galaxy.distribution' > 0 as a PHP boolean instead of passing a distribution predicate to the database, so the enabled-galaxy query loses its organization visibility filter. Any authenticated non-site-admin who can open the builder can see metadata for enabled organization-only custom galaxies owned by other organizations, but no galaxy modification is reported.
