Privileged actions via HTML-typed error reflection

Reflected XSS in Wagtail before 7.0.8, 7.1.0 through 7.3.2, and 7.4.0 through 7.4.1 allows remote authenticated users to perform admin actions. The admin image URL output view returns attacker-controlled error content with an HTML content type, so browsers interpret injected markup as script. A limited-permission editor must induce a higher-privileged admin user to open the crafted URL; ordinary site visitors cannot reach the endpoint.
