Unauthorized page translation via missing permission check

Permission bypass in Wagtail before 7.0.8, 7.1.0 through 7.3.2, and 7.4.0 through 7.4.1 lets remote authenticated users translate restricted pages. The simple_translation app accepts a page translation request after checking the submit-translation permission without enforcing access to the selected source page. An authenticated Wagtail admin account with that permission can copy otherwise inaccessible page content into a new draft translation.
