Local privilege escalation via dump-directory ownership race

Race condition in ABRT on Red Hat Enterprise Linux 7 and 8 allows local users to gain dump-directory control during privileged processing. The abrt-dbus ChownProblemDir method opens the directory read-only and recursively changes its files to the caller's UID without honoring the write lock held by active post-create handlers. Low-privileged local access and winning the race are required; directory control can be combined with privileged handler activity to obtain root access.
