Local file writes via SetElement TOCTOU race

TOCTOU race in ABRT on Red Hat Enterprise Linux 7 and 8 allows local users to write arbitrary text files in root-owned dump directories. The dd_accessible_by_uid check trusts the crash record's uid element, so SetElement accepts writes during the several-second gap before event scripts run. Local access and a running ABRT service are required; planted component metadata bypasses package validation and preserves crashes from unpackaged binaries.
