Authenticated internal access via encoded proxy traversal

Path traversal in Open WebUI before 0.9.6 allows remote authenticated users to access unintended terminal-server files and endpoints. The terminal proxy decodes the user-controlled path only once before normalization, allowing double-encoded dot segments to survive validation and be decoded upstream. Access requires a non-admin account granted use of a configured terminal server; successful requests expose unintended files, policy namespaces, or routed internal services.
