Authenticated file disclosure via sibling-prefix path traversal

Path traversal in Open WebUI before 0.9.6 allows remote authenticated users to read files from cache-prefixed sibling directories. The serve_cache_file function accepts a resolved path when its string merely begins with CACHE_DIR, without requiring the directory separator that proves containment. A normal account and a crafted cache path disclose readable files in sibling directories whose names begin with cache; deeper traversal remains blocked.
