Cross-user file read and deletion via forged association

Improper access control in Open WebUI before 0.9.6 allows remote authenticated users to read or delete other users' files. Chats.insert_chat_files stores client-controlled file IDs without checking ownership, and has_access_to_file trusts the forged shared-chat association for read and write authorization. A low-privileged account and knowledge of a victim file ID are required; the attacker can disclose file contents or delete the file.
