Cross-user file disclosure via unchecked image identifier

Authorization bypass in Open WebUI before 0.9.6 allows remote authenticated users to read other users' files through chat completions. The convert_url_images_to_base64 path treats a non-HTTP image_url.url as a global file ID and calls Files.get_file_by_id without an ownership check. Exploitation requires a disclosed file ID and a compatible model, which returns the victim file's content in its response.
