Email revocation via unbound AWS SNS topics

Webhook authentication failure in Discourse allows remote attackers to revoke a user's email through forged AWS SNS bounce notices. POST /webhooks/aws verifies Amazon's signature but accepts an attacker-controlled TopicArn, then processes forged permanent bounces for arbitrary addresses. The site must expose email webhooks and use AWS SES with SNS; two default-score hard bounces stop notifications and password-reset or login email.
